Folkestone & Hythe is set to become a ‘council of sanctuary’ thanks to a Green Party motion, demonstrating our commitment to combating racism in all its forms.

Cllr Anita Jones’ motion to a meeting of full council called for the district to join a network of local authorities across the country which have joined hands to make our cities, towns and parishes places of welcome and safety for people fleeing violence and persecution.

Sanctuary status doesn’t change housing allocation rules or move anyone up a waiting list. It has no bearing on who comes to this country or where they are placed, which are decisions for the Government.

The motion, which won backing from all but Reform and Conservative councillors, commits Folkestone & Hythe District Council to:

  • Defending free speech as a British value, while making clear that inciting hatred or violence is a crime.
  • Seeking recognition as a place of sanctuary.
  • Signing up to the City of Sanctuary Charter and its principles and values.
  • Joining the City of Sanctuary local authority network.
  • Working with partners, community groups and people who have escaped persecution on a timetable and action plan.
  • Bringing a report on that action plan to Cabinet and Full Council.
  • Raising public awareness of the needs of people seeking sanctuary across the district.

The City of Sanctuary Charter defines sanctuary as safety and protection, and its vision is a place of welcome for all – including women and girls fleeing violence and abuse.

Folkestone & Hythe District Council’s record supporting those fleeing conflict in Ukraine and violent persecution in Afghanistan was mentioned, along with the way in which Napier Barracks, now closed, became an example of best practice because of the way the site was operated, initial problems resolved and community participation embraced.

The motion cements this approach for the future at a time when the far right seeks to replace humanity with hate.
